The May jobs numbers were pretty bad news regardless of how you look at them. Job growth over the last three months has averaged slightly less 100,000 a month, roughly the pace needed to keep up with labor force growth. The unemployment rate ticked up to 8.2 percent and the employment to population ratio is still just 0.4 percentage points above its trough for the downturn. And real wages almost certainly declined in May.

However bad this story is, the usual gang of pundits cited in the media had their usual burst of over-reaction. There were many talking of a worldwide slowdown and a possible recession. This is a serious misreading of the jobs report and other recent economic data.

The main story of the apparent weakness of the last three months is the apparent strength of the prior three months. In other words, the story is still the weather. The relatively strong growth in jobs and other measures that was the result of a relatively mild winter meant that we would see weaker growth than normal in the spring.

If companies hire people because demand picked up in February rather than April, then they will not be doing as much hiring in the spring as would ordinarily be the case. The same story applies to consumer demand. Families that took advantage of unusually mild winter weather to buy a car in January or February don?t go out and buy another one in the spring.

The weak job growth of the last few months will not persist. The underlying rate of growth of the economy is still in a 2.5-3.0 percent range. Investment in equipment and software is likely to continue to rise at close to a double digit rate. House prices have finally stabilized nationally, and some of the hardest hit cities like Phoenix and Miami are even seeing a mini-boom.

The chaos and recession in the euro zone are a drag on growth in the United States, as is the slower growth that seems to be facing China. But exports to the European Union are less than 2.0 percent of GDP and exports to China are less than 0.8 percent of GDP. Even large drop-offs in these categories of demand will have only a limited impact on growth. This is not the story of recession.

The excessive negativism matters for the same reason that it mattered last summer when the double-dip crowd was ranting about the weak economic numbers in the spring of 2011. Creating an overly negative view of the economy lays the basis for excessive optimism like what we saw last fall, when the recovery was actually following an extremely mediocre course.

These swings from excessive pessimism to excessive optimism and back again are preventing the public from understanding the real picture of the economy, which is awful. This is like baseball fans standing up and cheering wildly when their pitcher throws a strike, then falling into despair when the next pitch is a ball, ignoring the fact that their team is losing 12-0.

The discussions of the economy have lost sight of the basic score. The U.S. economy is operating at close to 6 percent below its potential with employment down by almost 10 million compared with its trend level. This is an incredible waste of resources. It is also devastating to the unemployed workers and their families.

The basic story of this downturn remains incredibly simple. We lost close to $1.4 trillion in annual demand when the housing bubble collapsed. The construction boom that was fueled by the bubble went into reverse with new construction falling to its lowest levels in more than 50 years. The consumption boom fueled by bubble-generated equity collapsed when that equity disappeared.

We cannot return to full employment until we have something to replace the demand that had been generated by the housing bubble. This is simple arithmetic.

Unfortunately, both parties in the United States refuse to talk about filling the hole created by the collapse of the housing bubble in a serious way. The Republicans talk about giving everything to ?job creators,? with the idea that if we are generous enough to the rich they will show their gratitude by creating jobs.

There is zero evidence to support this view. Are we supposed to believe that investment will somehow increase by 50 percent as a share of GDP just because we are nice to rich people? The world doesn?t work that way. Firms create jobs when they have more demand, not because we are nice to their rich owners.

President Obama and the Democratic leadership have refused to put forward a serious alternative path. While they have been willing to argue that rich people should have to pay some taxes, they have not come to grips with the nature of this downturn, as if hoping that somehow the economy will just jump back to its pre-recession level of output through some magical process.

There is no black magic that will allow the economy to over-ride arithmetic. In the short-term only the government can provide the boost necessary to support the economy. Over the longer term we will need to get the trade deficit down through a more competitive dollar.

It?s a simple story. But as long as people are obsessed with short-term weather-induced fluctuations, we will not see a serious discussion of the underlying state of the economy.

MILAN (AP) ? Pope Benedict XVI praised the performance of Beethoven's Ninth symphony on Friday evening at Milan's La Scala theater as "a moment of elevation of the soul."

Benedict's three-day trip to Milan for events focusing on the institution of the family is a welcome pastoral respite from an embarrassing and damaging leaks scandal at the Vatican that has engulfed the pontiff's personal butler.

In contrast to the strains at home, the pontiff was welcomed by tens of thousands of cheering well-wishers in the square outside Milan's emblematic Cathedral earlier Friday and received a standing ovation when he entered La Scala.

The pope, an accomplished pianist known for his keen appreciation of music, sat raptly in a seat placed specially in the main aisle of the orchestra section from the famed opening bars of Beethoven's Ninth through the fourth movement exploding with "Ode to Joy."

He joined in a standing ovation for conductor Daniel Barenboim, the orchestra and chorus, then walked to the stage and through the orchestra to the conductor's pit to address the audience, filled with cardinals, bishops and delegates from the Seventh World Meeting of Families.

"It is not a distinctly Christian joy of which Beethoven sings, rather of the joy of coexistence of the people, victory over egoism," the pope said.

The pontiff thanked Barenboim for his choice of music because "it permits us to launch a message with the music that affirms the fundamental value of solidarity, of fraternity and of peace."

Afterward, the pope went backstage to greet La Scala's performers and workers, before heading to the nearby Milan Cathedral for a prayer and Eucharist celebration focused on the victims of the twin temblors that rocked the Emilia-Romagna region last month.

Barenboim called the pope's attendance at the concert "a great honor for our theater." Benedict was attending his first concert in a public theater since becoming pontiff, and is the second pope after his predecessor John Paul II to attend a performance at La Scala.

"It is not an obligation that the pope comes to La Scala," Barenboim told reporters Friday.

The pope's presence demonstrates that La Scala "is an important cultural institute" and that "one of his preoccupations is culture," Barenboim said.

Barenboim, who is La Scala's music director, said the choice of Beethoven's Ninth was an easy one, noting that it is one of the most accessible pieces written for an orchestra and choir.

"We needed to find an important piece. We can't play something frivolous for the pope," he said.

Weekend events focusing on families include a meeting at Milan's San Siro stadium on Saturday with youths who recently received the sacrament of confirmation, and an open-air Mass expected to attract 1 million followers on Sunday.

UN rights body condemns Syria over massacre

BEIRUT (AP) ? The U.N.'s top human rights body voted overwhelmingly Friday to condemn Syria over the slaughter of more than 100 civilians last week, but Damascus appeared impervious to the crescendo of global condemnation following a string of horrific massacres.

Syria's most important ally and protector, Russia, voted against the measure by the U.N. Human Rights Council in Geneva. Russia has refused to support any move that could lead to foreign intervention in Syria, Moscow's last significant ally in the Middle East.

New bloodshed was reported across Syria on Friday, with troops firing on protesters and more execution-style killings coming to light, while U.N.-Arab League envoy Kofi Annan urged Syrian President Bashar Assad once again to stop the violence.

As Russian diplomats in Geneva dismissed the resolution as "unbalanced" and voted against the text, Russian President Vladimir Putin promised to press the Syrian government for an end to the violence and insisted a political solution was still possible despite mounting frustration over the lack of diplomatic progress.

"It requires a certain professionalism and patience," Putin said in Germany.

Russia, along with China, has twice used its veto power to shield Syria from U.N. sanctions.

Although Syria has come under deep international isolation since its forces launched a ferocious crackdown on dissent nearly 15 months ago, the May 25 massacre in a cluster of villages known as Houla has brought a new urgency in calls to the crisis.

"Syria is on the edge, it is on the edge of a catastrophic situation, if we can imagine one even worse than the current situation," British Foreign Secretary William Hague said on the sidelines of a conference in Turkey.

A majority of countries in the 47-nation rights council supported a U.S.- and Arab-led resolution condemning the "outrageous use of force against the civilian population" in Houla.

"We believe that the acts committed by the Syrian regime may amount to crimes against humanity and other international crimes, and demonstrate a pattern of widespread and systematic attacks against civilian populations," Hague said.

He said evidence from U.N. observers and independent witnesses confirmed that security forces shelled Houla and that "government militia then went house to house slaughtering entire families without compassion or mercy."

New satellite images posted on the website of U.S. Ambassador to Syria Robert Ford showed signs of what look like freshly dug mass graves. A senior intelligence official speaking on condition of anonymity because he was not authorized to do so publicly, confirmed the authenticity of the images.

Only Russia, China and Cuba voted against the resolution, with Uganda and Ecuador abstaining. The Philippines was absent.

The resolution blamed "pro-regime elements" and government troops for the massacre. But Moscow echoed the Syrian government's explanation for the killings, blaming rebels that the Kremlin says are trying to stir up a civil war.

Russian Foreign Ministry spokesman Alexander Lukashevich said the Houla massacre was a well-planned attempt to thwart a political solution to the crisis and "lead the situation in Syria to a new circle of gory violence."

Moscow's pro-Syria stance is motivated in part by its strategic and defense ties to Damascus, including weapons sales. Russia also rejects what it sees as a world order dominated by the U.S.

Speaking late Friday in Paris, Putin said Russia was not backing the Syrian regime, but trying to "reduce the violence to a minimum."

"We are not for Bashar Assad or for his adversaries. We want to arrive at a situation where the violence is ended and the possibility of a civil war is completely avoided," he said.

U.S. Secretary of State Hillary Rodham Clinton said she doesn't quite buy the claim that Moscow is neutral in the Syrian conflict, saying in Oslo that Russia is viewed in the United Nations, in Damascus and around the world "as supporting the continuity of the Assad regime."

"The continued supply of arms from Russia has strengthened the Assad regime," and "that Russia has maintained this trade ... has raised serious concerns," she said.

Activists say as many as 13,000 people have died in Assad's crackdown against the anti-government uprising, which began in March 2011 amid the Arab Spring. One year after the revolt began, the U.N. put the toll at 9,000, but many hundreds more have died since.

Despite the relentless violence, the Houla massacre stands out for its sheer brutality. Many of the dead were women and children who were gunned down in their homes.

Since then, two other mass killings were reported, both on Thursday. Thirteen bound corpses, many apparently shot execution-style, were found in the eastern province of Deir el-Zour, near the Iraqi border. Gunmen also killed 11 people on their way to work at a state-owned fertilizer factory in the central province of Homs, activists said.

There is no clear idea of who carried out the killings, although both sides traded blame.

U.N. deputy spokesman Eduardo del Buey said the U.N. has sent two teams to the area of the reported killings. "We cannot yet confirm the reports but teams are right now working on this," del Buey said in New York.

The violence has grown increasingly chaotic in recent months, and it is difficult to assign blame for much of the bloodshed as the country spirals toward civil war. The government restricts journalists from moving freely, making it nearly impossible to independently verify accounts from either side.

While Putin urged patience in the crisis, Annan called for immediate action, saying Assad must take bold steps to end the violence.

"I know we are all impatient, we are all frustrated by the violence, by the killings," Annan told reporters in Beirut. "We really want to see things move much faster."

Annan is trying to salvage a peace plan that he initiated six weeks ago, which calls for a cease-fire by both sides. The plan has never really taken hold, but world leaders have pinned their hopes on it, since the U.S. and others are unwilling to get deeply involved in another Arab nation in turmoil.

On Friday, activists said Syrian security forces fired on thousands of protesters in different parts of the country as crowds poured into the streets to mark the Houla massacre.

An amateur video said to be taken in the posh Damascus neighborhood of Mazzeh showed scores of people inside a mosque chanting "Death is better than humiliation!" and accusing the Syrian army of being traitors.

Protests erupted in the capital Damascus, the southern province of Daraa, the northern regions of Idlib and Aleppo, Latakia on the coast and Hama and Homs in central Syria.

The Britain-based Syrian Observatory for Human Rights said the shooting at protesters occurred in Daraa, the suburbs of Damascus, and Aleppo, the country's largest city.

Several people were reported killed, but there was no way to confirm the toll.

On Friday, the Red Cross said thousands of people who have been displaced because of the Houla massacre need urgent help.

"People left everything behind as they ran for their lives," said Marianne Gasser, the head of the ICRC delegation in Syria. "Most of the displaced are women and children."

Many are taking shelter in schools and other public buildings in a nearby village.

"There was not enough food, water and medicine for everyone, which put a great deal of pressure on the small village," she said.

Del Buey, the U.N. deputy spokesman, said 210 detainees in Damascus and 13 in Daraa were released Thursday in the presence of U.N. military observers. He stressed that U.N. Secretary-General Ban Ki-moon and Annan "have said repeatedly we must see the release of all detainees being arbitrarily held and that clearly many more must be released."

Gen. Robert Mood, head of the U.N. mission, welcomed the release.

"This is a positive act in these challenging times," Mood said in a statement.

Reach Out To Realtors And Add Value To Your Community

Gaining a competitive edge in today?s real estate??market is vital to homeowners? equity interests.? Owners want to feel secure that the money they invest in their home increases in value. Many communities are a co-op or are age-restricted and, in the case of all HOAs, amendments are made to the governing documents and new legislation is passed, changing the rules in ownership and title.? This change requires additional expertise on the part of realtors if they are to represent the owners at the most informed level possible.

One manager at Professional Community Management of California Inc. (PCM) realized it takes great effort to clarify the governance structure and the seemingly contradictory rules and regulations that are unique to one of the corporations within Laguna Woods Village. To meet this need, Community Services Manager Pamela Bashline developed the Village Real Estate Sales Symposium to educate realtors.

?In such a challenging economy, we believed the symposium was a great way to raise our community profile and make the resale process more understandable for those realtors who want to do business here,? Bashline said.

As the coordinator of the program, Bashline developed a panel of speakers including a real estate attorney, a high-rise manager, a risk-management expert and a property services manager.

?

?There has been some confusion about housing here in the Village,? she explained. ?Within the Village, there are four kinds of housing options ? co-operatives, multi-family condo, high-rise condo and detached condo ? and each of the boards has established specific financial requirements and occupancy rules to safeguard the viability of the individual corporations. We felt that it was in the best interest of our owners and the community real estate values to educate realtors regarding the different options.?

Symposium topics included the basics of selling a home in the Village. This encompasses the unique features of cooperative housing, agent access to the community, open house and real estate signage, prospective buyer financial qualifications, home inspections, age and occupancy restrictions, insurance coverage, the corporations? right of first refusal, historical sales and lean statistics and other information pertinent to marketing properties located in the Laguna Woods Village.

?A very common mistake results when a realtor thinks an owner doesn?t need insurance because the HOA is insured,? she said. ?But in the event of a fire, the HOA?s insurance does not cover personal items within the home that was damaged or lost, and that can be devastation for homeowners.?

?

Several members of the board of directors attended the event to answer questions and meet with real estate professionals. Bashline also brought in management staff from different departments to discuss architectural and landscape standards, open houses and real estate signage.

?

?We have high hopes that the real estate symposium provided realtors with the information they need to present reliable and accurate information to prospective buyers,? said Gail McNulty, president of the United Laguna Hills Mutual board of directors. ?It?s disheartening when we hear a new resident remark that his or her realtor hadn?t told them about specific rules they need to know about.?

McNulty also agrees that these types of events ultimately serve to preserve the investment value for homeowners.

?We don?t see this as an exclusive, closed-gate place to live,? McNulty adds. ?Laguna Woods Village is designed specifically for seniors who want security, service and community. If realtors are informed and understand the values of the community, then they can increase their business by being fully informed to best serve their buyers and sellers. Our new neighbors are happy and settled and, in short, everyone wins.?

More than 150 industry professionals attended the first Village Real Estate Symposium, including Marlene Bridges, a realtor (certified residential specialist and seniors real estate specialist) with Sherman Smith and Associates.

?

?When I began representing buyers and sellers in Laguna Woods Village, I had to learn the right questions to ask my clients,? she said. ?I was also able to help my sellers by staging and marketing properties in ways that hadn?t been done before in the community.?

?

Bridges was so excited by the symposium that she volunteered to help develop the symposium that will be planned for next year.

?

?I?m willing to help other agents,? Bridges said. ?It?s not about competition.? Someone I help may bring a buyer to one of my listings and vice versa. The most important thing in my particular specialty is to do everything I can to help seniors and their families.?

Bashline also worked closely with the communications team at Laguna Woods Village so that prospective residents could peruse the community website for real estate agents who attended the symposium. She regularly communicates with symposium attendees through email so that everyone is made aware in real time of changes when they occur.

?The symposium was the first step in reaching out to the local real estate firms that serve our community,? Bashline said.? ?We are continuing to build on these relationships by communicating new developments and information via regular email blasts.?

  • Reach out to local experts to present or speak at the event ? lenders, escrow companies, insurance experts, attorneys, city officials and of course the HOA community board of directors
  • Offer tours or give exciting visual presentations on? the? amenities? and? unique? benefits? of? the community
  • Create a survey for attendees to provide feedback. Ask if their expectations were met and what they would like to see in future communications or symposiums.
  • Consult with? the? HOA?? board? of? directors? in creating the program
  • Include food and beverages with the event and allow time for informal social networking
